The RUF concept cannot be started as a system based upon individual privately owned vehicles. No responsible politician will invest in creating an extensive rail system without knowing if people are willing to buy the vehicles to use it.

It is therefore thought to start as a system for very attractive Public Transport. In stead of investing in expensive train solutions which are not able to attract car drivers, a network of rails is gradually created and run by an operating company for Public Transport.

Then people will gradually start buying their own rufs in order to use the rail system to commute faster and safer than via the highways.

The implementation has started in Denmark where the first ruf vehicle is already running on a test track partly financed by government sources.
